Foreign Students to Come Back to Russia
Subject to a special Order by the Russian Government, students coming from countries featuring epidemiologically favorable situation may return to Russia to go on attending classes at the respective academic institutions.
This return is allowed to those only who come from countries approved by the Russian Consumer Agency (Rospotrebnadzor), namely Abkhazia, Armenia, Azerbaijan, Belarus, Cuba, Egypt, Ethiopia, Finland, Greece, India, Japan, Kazakhstan, Kyrgyzstan, Maldives, Serbia, Singapore, Qatar, South Korea, South Ossetia, Switzerland, Turkey, United Arab Emirates, Vietnam, while the list is updated regularly.
NCFU’s 25 students from Egypt, Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey have already come back, while students from another 50 countries are still waiting for the situation to improve.
Russia’s Ministry of Science and Higher Education has developed a detailed instruction telling foreign students what to do within the first weeks following their arrival in Russia and afterwards:
- prior to arriving in Russia, foreign students shall notify the university via e-mail at least 10 days in advance of the date of the planned entry into the Russian Federation. The information concerning the entry shall be sent to the respective student’s email;
- at least 3 calendar days prior to the arrival in Russia, a PCR test for COVID-19 must be taken. In the event the test produces a negative result, a respective document executed either in Russian or in English, must be obtained in the home country;
- within 72 hours following arrival in Russia, foreign students shall take another PCR test;
- until the test said results come out, respective students shall follow self-isolation requirements at their place of residence. Through this isolation period, training is to be held in an online mode. Unless this repeated test is taken, foreign students shall not be allowed to undergo full-time training;
- should foreign students arriving in Russia have any first symptoms of an acute respiratory disease through the said self-isolation period (fever, sore throat, runny nose, cough), they must inform immediately the university representatives as well as call a doctor.
