New Leader Appointed at NCFU

The newly appointed Acting Rector has been introduced to the North-Caucasus Federal University staff. From November 6, 2019 on, for a term not exceeding one year (until the due appointment of Rector) the region’s largest5 university will be managed by Dmitry Bespalov.

              

 

Mr. Bespalov was introduced at the special Academic Council meeting by Alexander Stepanov (Deputy Minister of Science and Higher Education of Russia):

- Despite being young, Dmitry Nikolayevich has quite a significant professional experience – served in the military, worked in academic institutions, e.g. in Higher Scholl of Economics and the Far East Federal University. This allows us to remain hopeful that enjoying your support – and we believe you are a tight group of professionals – he will have a chance to prove a reliable Rector, while this University will be a great representative of the Russian higher education.


              

When addressing the staff, Dmitry Bespalov said:

- The Federal University is facing significant tasks and these tasks can be successfully completed by joining our effort only. This is why I stay sure that we’ll manage to lock arms thus achieving the outcomes and reaching the objectives that are to be set for us in the nearest future.

              

After the meeting, Alexander Stepanov and Dmitry Bespalov went to see eth university’s leading research schools and the Museum.



Background

Dmitry Nikolayevich Bespalov

DOB – May 9, 1980; place of birth – Moscow.

Underwent academic training at the Institute for Federal Security Service of Russia (St., Petersburg, Russia), then went on to study at the Institute for Global Economy & IT-Management (Moscow, Russia) majoring in Law.

Earned his Candidate of Political Science Degree (research work COUNCIL OF THE FEDERATION OF THE FEDERAL ASSEMBLY OF THE RUSSIAN FEDERATION: CONCEPTUAL PRINCIPLES, MECHANISMS AND TECHNOLOGIES OF ACTIVITY WITHIN THE CONTEXT OF POLITICAL MODERNIZATION)

Underwent refresher course within the program of Public & Municipal Management in the Academy of National Economy (Government of the Russian Federation) as well as in-service training course (programs: Administrative Reforms & Public management Issues; Leader’s Professional Communications: motivation & productivity management) at the National Research Institute Higher School of Economics.

Training course in Great Britain (Administrative Service Restructuring Experience; The Lancaster University), in the USA (Higher Education in the USA: training, academic degree programs, management; The Washington State University, The Seattle Pacific University, The Oregon State University).

1999 – 2008 – service in the Military Forces of Russia

2008 – 2017 – at the National Research Institute Higher School of Economics (positions held – Director for Administrative Affairs; Deputy Pro-Rector).

2017 – 2019 – Pro-Rector, Far East Federal University.

Research interest – IT security; political processes.
