Development of strategic cooperation with the University of Ljubljana

The North-Caucasus Federal University has a new international partner – the University of Ljubljana (Slovenia). Roadmaps on cooperation in 7 subject areas were signed between the universities.

For the first time negotiations about cooperation between the institutions took place in December 2016 in the framework of the visit of the NCFU delegation to the Republic of Slovenia. The visit was organized under the auspice of the Federal Agency for the CIS issues, living abroad compatriots and international humanitarian cooperation (Rossotrudnichestvo) and the Russian Centre of Science and Culture in Slovenia. The delegation headed by Dmitriy Sumskoy, first Vice-rector of the NCFU, visited the four universities of Slovenia.

The University of Ljubljana is the indisputable leader in the sphere of education in Europe and among 3% top universities of the world according to leading world rankings. Our delegation was hosted by the Rector Professor Ivan Svetlik. The parties agreed on cooperation in scientific and educational spheres. This visit was followed by series of intense negotiations, Skype-meetings between five faculties of the University of Ljubljana and seven institutes of the NCFU. As the result, drafts roadmaps on such strategically important areas as Biotechnology, Chemistry, Electric Power Engineering, Information Technologies, Humanities and Social Sciences were developed.

An important step towards establishing of this cooperation was signing of the Memorandum of academic cooperation between the NCFU and the University of Ljubljana at the Russian-Slovenian Forum in February 2017 in Moscow attended by the President of the Republic of Slovenia Borut Pahor, Minister of Foreign Affairs of the Republic of Slovenia Karl Erjavec, Minister of Communications and Mass Media of the Russian Federation Nikolay Nikiforov. The forum was held in the framework of the official visit of the delegation of Slovenia to Russia.

On 5-6 June 2017 the official delegation of the University of Ljubljana visited the North-Caucasus Federal University. Professors from Slovenia got acquainted with the equipment, research and educational laboratories, study programmes, met with students and teachers of the institutes of the NCFU, discussed and agreed on the roadmaps for future cooperation.

Rector of the NCFU Professor Alina Levitskaya stated that both sides are sure that universities have good opportunities and see the real perspective of developing efficient contacts in the fields of science and education.

The delegation of the University of Ljubljana comprised the Rector of the University Professor Ivan Svetlik; Vice-rector, Director of Institute of Tourism Professor Tanja Mihalic; Dean of the Faculty of Electrical Engineering Professor Igor Papic; Dean of Faculty of Computer and Information Science Professor Bojan Orel; Dean of Faculty of Social Sciences Professor Rado Bohinc; Vice-Dean of Faculty of Arts Professor Tatiana Marvin; Vice-Dean of Biotechnical Faculty Emil Erjavec and the Head of the international cooperation office Katja Cerjak.

Getting acquainted with the North-Caucasus Federal University and its institutions, the guests shared their impressions. Professor Igor Papic noted excellent equipment of the Institute of Electric Power Engineering, Electronics and Nano-technologies. There is similar equipment at the University of Ljubljana. More than 10 joint tasks are planned. Professor Yuriy Kononov, Director of the Institute of Electric Power Engineering, Electronics and Nano-technologies said that discussed areas of cooperation promise significant scientific and educational effect. Both parties have much to do together. Professor Igor Papic appreciated the visit to NCFU as highly successful.

Professor Bojan Orel acknowledged that after visiting the Institute of Information Technologies and Telecommunications he has some new ideas. They formed the basis of the roadmap for cooperation. Alexander Chipiga, Director of the Institute, expressed confidence that the plans will be implemented.

Great interest of the guests to Parallel Mathematics was noted by Professor Nikolay Chervyakov, head of the scientific school "Neuromathematics, Modular Neural Computers and High Performance Computing", the Institute of Mathematics and Natural Sciences.

Professor Tanja Mihalic, Vice-rector of the University of Ljubljana, is confident in the prospects of cooperation with the Institute of Mathematics and Natural Sciences and Institute of Service, Tourism and Design (branch of the NCFU in Pyatigorsk). The most important, in her opinion, is the activities concerning academic mobility, hosting conferences and exchange of publications. Tanja Mihalic also outlined the prospects for closer cooperation in Sustainable Development of Tourism and contacts with companies working in the field of hospitality. Experience of the NCFU related to hosting the scientific conference "The Great Silk Road" was also interesting for the guests.

Professor Rado Bohinc noted the fruitful discussion with the Institute of Education and Social Sciences on the areas of research and academic cooperation. Among the planned events is the summer school in Social Entrepreneurship. The parties agree to cooperate in research devoted to multiethnic, multireligious and multicultural conglomerates. The NCFU and the scientists of the Balkan universities have such an experience.

At the Institute of Humanities our guests were impressed by such areas as Journalism, Intercultural Communication and Foreign Languages Studies. Exchange of publications, monographs, books is planned for near future. Academic mobility of students was also discussed. Tatjana Marvin, Deputy Dean of Faculty of Arts expressed the initiative of cooperation in Methodology of the Russian Language.

Professor Emil Erjavec, Vice-dean of Biotechnical Faculty, noted modern equipment of the Institute of Life Science, significant scientific results, enthusiasm of the staff and sustainable cooperation with industrial partners. In his opinion, all this creates an excellent basis for joint activities.

As the result seven roadmaps for joint research, international conferences and summer schools, exchange of scientific publications, academic mobility programmes were signed.

Doctor Katja Cerjak, Head of the International cooperation office, got acquainted with the activities of the NCFU International cooperation department related to academic mobility, international projects, administration of foreign students education, cooperation with the universities of Western Asia.

Evaluating the results of this visit Rector of the University of Ljubljana Professor Ivan Svetlik, outlined that the signing of the roadmaps gives the possibility of cooperation in specific areas, promising both for the NCFU and the University of Ljubljana. It is a major step for development of the educational institutions of the both countries.

– North-Caucasus Federal University provides excellent opportunities for teaching, deals with the exchange of students and teachers in the same fields, so we decided to know it better, – shared his impressions Professor Svetlik.  The closer we get acquainted with your University, the better we understand that we are ready for long lasting and fruitful cooperation. And, of course, we expect our Russian colleagues to visit us.

Alina Levitskaya expressed gratitude for the invitation. The return visit of the NCFU delegation will be practical and constructive.

– We have mutually opened large areas for academic cooperation. And only we, participants of the negotiations, the heads of institutions should integrate our enthusiasm, positive energy, our ideas and plans into a driving force for major projects both in education and in science, – said the Rector of the NCFU.

The joint tour round Stavropol with the guests from Slovenia became a conclusion of this visit and beginning of the success story of cooperation.
