Seminar to Help Orphans

North-Caucasus Federal University has started a seminar focusing on the development and implementation of technologies for socialization of children raised in orphanages and those left with no parental care.

Similar events have already been held by Ministry of Education in other areas of Russia, the aim of those being higher professional competence among specialists involved in the area and raising awareness among professionals regarding newly introduced legislation.

Marina Rashkul (Head of Dept for Child Rights Regulations, Ministry of Education of Russia) said that one of the major priorities for the public policy is to prevent a child from becoming orphan bringing them back to the family. In case this is impossible children may be placed in an adoptive family while the caregivers should be prepared to perform as parents and to create proper comfortable conditions for the respective child.

When opening the event, Valery Shapovalov (Director, Institute of Education & Social Sciences) stated that the condition of children left with no parental care may be one of the major criteria revealing the actual state of things in the society.

Other speakers mentioned numerous other details, while also giving some statistics – in the latest 10 years, the number of children left with no parental care in Russia has gone down three times, from 186,000 to 66,000. And the seminar held in NCFU is another event aiming to reduce the number even lower.
