Meeting with A.S. Dzasokhov

The distinguished guest, Aleksandr Dzasokhov visited North-Caucasus Federal University on March 27. His biography includes work in the governing bodies of All-Union Leninist Young Communist League, diplomatic activity in the Republic of Cuba and Syria. He was the member of politbureau of the Central Committee of the Communist Party of the USSR, the deputy of Supreme Soviet of the USSR and State Duma of the Russian Federation, the President of the Republic of North Ossetia-Alania. Nowadays he is the member of the Russian International Affairs Council (RIAC), which is established by the Decree of the President of the Russian Federation, and the member of its Board of Trustees. Its founders are the Ministry of Foreign Affairs and the Ministry for Education and Science of the Russian Federation and Academy of Sciences. The task of the organization is to connect the state, business, expert and civil societies to solve foreign policy problems of the modern Russia.

Possibility to meet one of the most vivid persons of our time attracted many representatives of the governmental institutions. The conference hall of NCFU Academic Board was full of deputies of the Regional Duma, heads of Federal Departments on Stavropol region and divisions of the government of Stavropol region, pro-rectors, directors of NCFU institutes, professors, employees of the university and students who were lucky to participate in the discussion.

The Rector A.A. Levitskaya briefly described Mr. Dzasokhov’s life emphasizing that he was Doctor of Political Science, Candidate of History, author of many books devoted to the analysis of international relations development in different parts of the world.

A.S. Dzasokhov started his speech with the main purpose of his visit to Stavropol. It is long-term cooperation between North-Caucasus Federal University and organizations which the guest represents: Russian International Affairs Council and government commission for UNESCO of the Russian Federation. According to Mr. Dzasokhov NCFU takes the special place among educational institutions of the country. The geopolitical importance of problems in the North Caucasus is projected on the main university in the region. Multiethnic nature of Russia becomes apparent in its southern part. At this moment we have opportunity to realize big projects of global importance such as establishment of the Eurasian Union on the basis of three member states of the Customs Union in 2015. It requires many new specialists not only in the production and economical spheres but also humanitarian one. Oil and gas, economic projects are the base of cooperation. However we should not underestimate the importance of cultural and spiritual contacts. None project will be successful without them. For example, the Russian language popularization is not only the link for intimate acquaintance of different nations. It is opportunity to become world-known for many artists and scientists from the Asian countries.

In recent years we witness the decentralization of international relations. Practically every region of the Russian Federation has its own relations with foreign countries. It is necessary to organize training of the diplomatic personnel on site.

That is why we should ask the following question: what spheres can NCFU develop? Aleksandr Dzasokhov advised to pay special attention to the questions of border collaboration. The regional authorities are in close contact with the nearest foreign countries in the basin of the Caspian, Black and Azov seas. It is required to train specialists who are able to provide many-sided relations. Restoration of quadripartite consultations between the largest Caucasus countries. The guest said that Georgia’s aggression against Abkhazia and South Ossetia was possible due to the lack of documents approved by four countries. There were only bilateral agreements. The third point which should be noted was studying of foreign languages. Nobody can do anything in the modern world without knowing English, French or German. However the specific features of the region require knowledge of the neighboring countries’ languages: Turkey, Greece, the Arab states.

"NCFU is the university oriented to the future. That’s why cooperation with UNESCO is very important, for example, establishment of UNESCO special department. There are 62 such departments in Russia. «Days of NCFU in UNESCO» can be prepared and held to present the rich history, folklore, culture and arts of the nations who live in the North Caucasus”, Mr. Dzasokhov said.

"You should consider me as your representative in the international structures”, he finished his speech.

The teachers of the university asked questions about dynamics of the North Caucasus development and situation in Syria, the "Arab spring” and possibilities of relations normalization with Georgia. Mr. Dzasokhov told about his meeting with the most famous politicians in the world (Fidel Castro, Ernesto Che Guevara, Gamal Abdel Nasser) what was of special interest.

Ending the meeting NCFU Rector A.A. Levitskaya noted that many proposals made by the guest corresponded to a number of ideas in the academic society and the existing scientific developments. For example, establishment of UNESCO Department at NCFU and Institute of North Caucasus Problems Studying is being discussed. Special attention should be paid to general Russian identity development which was also touched upon by A. Dzasokhov. Thus, there is the basis for the long-term and fruitful cooperation between NCFU and Russian International Affairs Council.

"We planned to organize meetings of students and outstanding artists, politicians, scientists and establish the club called «We were lucky to be their contemporaries». Aleksandr, your visit became the first in the chain of such events”, NCFU Rector said.
